If people are going to complain about a problem (the ongoing strike) and the govt’s attempt to address it (commission the opinion of CIRB), they may want to have a clear comprehension of what is wrong.

That's the key. The employer (who is not the freaking PM or any elected official) is continually negotiating in bad faith and they do it knowing that they'll have to have intervention in order to end the labour action. I firmly believe they're working to erode unions to benefit themselves.
