Based on unofficial results, 1,026,783 Democrats cast votes in the primary. The final round included 973,864, which means there were 52,919 exhausted ballots. That also means that even if every exhausted ballot had actually ranked Cuomo, he still would have lost
With unofficial RCV results up, it took Zohran Mamadni three rounds to hit 56% and officially win the Democratic primary for mayor. Because the votes for all the other candidates were so low, they all got mass eliminated and redistributed in the same round
