Wild stuff.

The memo purports to authorize "a line officer, or any other available officer" to decide who is an "Alien Enemy," subject only to supervisor review.

It does not require court approval for anything.
The Justice Dept. has authorized law enforcement officers to GO INTO PEOPLE'S HOMES WITHOUT SEARCH WARRANTS if they suspect that someone is an "alien enemy"
