You actually don’t need to an MP to be prime minister - carney wasn’t for some number of months. Usually through eventually you should be an MP or a senator (or a member of the House of Lords). No one directly elects a prime minister.

Both still exist- but it also depends on where in the country you are talking about. The most pro American is Alberta/ Saskatchewan, most pro British is probably Atlantic Canada, most of BC and Toronto to Niagara area of Ontario. Quebec is neither.
