Also regarding Trump specifically, it's worth noting that the only group / country he has directly bombed which didn't bend was Ansarallah in Yemen and Trump subsequently, more or less, folded.
Why there's no hegemon in MENA and there's definitely not one in Latin America. Yes the US has, can, and likely will continue to impose its will via brute force but it is a testament to the degrading buy-in that the Americans have become so erratic and brazen.
