about ten years ago i set up someone's contact to always bypass any notif settings and actually make a sound. i have no fucking clue how to undo it and now it's vaguely problematic for work.

i THINK i fixed the issue. kind of.
control panel is STILL completely unresponsive when i go to hardware and sound > sound > recording.
luckily i can change most things from windows settings menu now. i've also installed ASIO drivers and that seems to have helped my PC understand what focusrite is
