Britain discovered oil the same decade as Norway. They saved. We spent.
Norway: $340,000 per citizen in perpetuity.
Britain: no intergenerational buffer.
A real sovereign wealth fund isn't fantasy. It's Norwegian fiscal policy. The intellectual groundwork exists. The political will doesn't.
