As we transition to a post-carbon economy, infrastructure is key. But investment and rezoning generate large windfall gains for property owners.

Without value capture, these gains widen wealth inequality, as land owners benefit more than renters.

Infrastructure Vic’s new strategy backs replacing stamp duty with a land tax.

However, value capture is missing from the strategy as a key funding mechanism.

Land value bonanzas from infrastructure are as old as Victoria, yet we let those gains flow to a lucky few instead of the public good.

Interesting point. If land value rises from agglomeration effects, how do you think an ‘equal share’ for citizens could practically be collected or distributed? Our perspective is the state is best placed to collect. The method of distribution can be equal ie UBI, or more targeted to those who need.
