Insurance operates via risk pools to smooth out the cost of providing coverage. An individual "negotiating" with an insurance company will be assumed to be high risk, and premiums will be astronomically high. The reason why the marketplaces exist is to create risk pools that smooth out premium costs

This is dedication, but also a reminder - Congress must re-open the government and negotiate a settlement to the political disputes between the parties and two chambers.
The Nashville radar is down. But, the good people who serve you every day at the NWS finally received the 130lb palette with the part on it. Their two techs are now lugging that part to the top of the radar tower to try and get the radar operational before SVR arrives. All while not being paid.
