Shutdown Day 43: THE END … for now. The House passed the bill by a vote of 222-209, and POTUS is expected to sign at 9:45PM ET. The Senate amendment version includes a minibus of 3 appropriations bills and an extension of the CR through January 30, 2026, among other provisions.

This could be messy, folks — IF it happens. Very little in DC these days goes “according to plan.” Appears to be the 3-bill minibus + end-of-January CR in exchange for a vote on ACA in the Senate in December.

It sounds like there may be a deal emerging in the Senate. Dem caucus to convene at 5PM. Also hearing there may be a RIFs component. But then the House has to get back to town amidst significant flight cancellations and delays.

Shutdown Day 20: It continues! The Senate is due back mid-afternoon today; the House remains dark until further notice. There have been some murmurs of willingness by moderate Rs in both chambers to explore ACA subsidy extensions, and early November off-ramps have been mentioned.

A key milestone is October 15, when uniformed military and certain other federal employees are slated to receive paychecks; it's unclear how that plays out. It's safe to assume another week of shutdown, unless something gives.

Shutdown Day 10: The Senate left town after voting to pass the National Defense Authorization Act, with no end in sight for the shutdown. House leadership has also announced that no votes will occur next Tuesday, October 14.

Coincidentally, the President has indicated a potential willingness to negotiate on healthcare. We'll see how this shakes out, but suffice to say there's no obvious route to break the impasse. And that's only half the battle;

Shutdown Day 7: The Senate convenes at 10AM ET. Of note, one of the Democrats that had been voting with the majority has hinted they may switch to "no" if no progress on healthcare is made -- meaning we may be one step further from passage than just a few days ago.

Shutdown Day 6: House is out all week (with 48 hours’ notice required should Members need to return for a vote). Senate is in, at least for now, and intends to continue bringing both bills up to see if vote margins change. Going to be an interesting week!
