Title VIII was such a bedrock funding program for people in my field to learn (like, ACTUALLY learn) languages with national security relevance. Many of those folks went directly into government service. It's not even the most devastating cut today, but this one hits home for me personally.
Since the 1950s, Summer Language Workshops at Indiana University have provided training in Russian, East European, and Central Asian languages. Generations have come to Bloomington to study Romanian, Polish, Kazakh, etc.
