I don't think it's particularly close at all.
Outkast's body of work is more extensive than an album or 2 and some loosies, and Talib Kweli isn't lyrically on the level of Dre OR Big Boi, in my opinion. Talib is for sure a lyricist, but I think Mos holds a lot of the weight in a comp with 'Kast.
