I'm very critical of the IHRA definition of 'antisemitism' but explain to me how specifically by its example, "Holding Jews collectively responsible for actions of the state of Israel." Wouldn't "consulting" the Canadian Jewish community in this case be antisemitic?

Indeed, but this intimidation is very real precisely because “Antifa” is not a defined organization, they can and will go after whoever they wish.
Within 24 hours the president of my country of residence and the parliament of my country of birth designated “Antifa” a terrorist organization. Neither has the actual authority to do so. But far-right politics has always been more about intimidation than legality.
