Okay. Cleaned up my timeline a bit. I’ve been informed that I misunderstood what was passed. It WASN’T a referral. It was a tabling. So, admin WASN’T instructed to start another report on base taxes. Apologies for my confusion. #yqrcc

CFO; I appreciate Clr Burton's explanation but he was describing a base tax for houses. But we have condos, apartments, many other different types of properties. #yqrcc

CFO: As for the question of base tax, nothing has changed since 2021. That report crosses off the impacts of a base & minimum tax & the complexities with a city of our size. Can't compare to smaller cities & towns who don't have complexity of Regina. #yqrcc

CFO: I would say admin is in support of a phase in for residential. We just ask for more resources to do the work. Our system can do the work. But we need to prepare for the staff. #yqrcc

CFO: That can cause a single assessment cycle over 4 years to have a significant impact on some houses in some areas. #yqrcc

CFO: I think, what we learned through assessment cycle is we're pushing the province to go to a 2year cycle instead of 4. Reason is, some major things can change in 4 years, especially if you throw in a global pandemic. #yqrcc

CFO: When we do a phase in, we get an elevated number of calls & elevated number of appeals b/c adds complexity. If we want to do a phase in for next assessment period, we'd recommend putting money into a reserve now, we'll have money to fund staff to respond to calls. #yqrcc
