I will be live-tweeting Regina city council meetings from this account. When the tweets start coming, they will be furious & fast & keep up for hours. Not for the faint of heart. You have been warned.

If you're new to what I do, here's how it works…
I go to nearly every Regina city council meeting — well, since the pandemic, I've been attending virtually — and I live tweet what's happening. I can type really fast. It can be an onslaught. Be prepared. You may need to mute. /2 #yqrcc
Recommendation from Regina Planning Commission will be to deny the demolition proposal for the Credit Foncier building. #yqrcc

Clr Radons is talking about being awed by how Fredericton had preserved its architecture.
I lived there for 2yrs. It's a gorgeous city. I love it.

And it's a city of 63k in a province that struggles economically And yet they somehow can afford to keep their heritage. #yqrcc

Again… we are in this situation w/ the Credit Foncier & with the most prominent block in our downtown being an empty lot b/c Harvard let the Burns Hanley roof fail & let water in and leave the Gordon Block empty for a decade until someone finally burned it down. #yqrcc

Admin says typically see facade bracing when expecting development of site in 3 to 4 years. That is not the expectation for this site.

So you can expect that to stay a vacant lot — sorry, an "interim use" — for more than 3 to 4 years. So… like… five or more…

decades #yqrcc

Admin says cost to brace facade of Credit Foncier is about $250k to $300k. Doesn't include demolition & maintenance. #yqrcc

Oh my god… administration "balancing downtown vibrancy" when they're advising to demolish a heritage building… Where was this concern for vibrancy when Harvard was letting two heritage buildings decay to ruin for a DECADE?!?!? #yqrcc

I CAN HEAR THE COMMISSIONER JUST FINE, COUNCILLOR. MAYBE IT'S YOUR EARS, NOT THE WAY SHE'S SITTING. I'M SPEAKING IN ALL CAPS SO YOU CAN HEAR ME! #yqrcc

I have just tuned in to catch council vote on the wellness & homelessness report (amended). Passes 9 to 1. Only Rashovich votes against. I have not seen the debate & I don't know what amendments were added. So no spoilers. #yqrcc

This says everything you need to know about how Saskatchewan has financed social services v. policing.

Their provincial grant has been stagnant, as well.

Tyler Gelsinger from Carmichael Outreach speaking now. #yqrcc

Wilkins: That program was housed with us but it was a separate project. #yqrcc
November 12, 2025 at 9:30 PM
Flores: I understand many years ago there was a similar program to Street Team managed my Mobile Crisis?
Wilkins: Only been a board member for 4 years. But it was called Safer Communities. We were funded for a project. But more for prostitution. It ran out of funding. #yqrcc
November 12, 2025 at 9:30 PM
Wilkins: We have extra space at our current office. #yqrcc
November 12, 2025 at 9:25 PM
Zachidniak: So you don't want to take over Street Team operations. But could assist w/ some work.
Wilkins: We could help w/ administration. Some of the clinical oversight. If it's required. We have a data & statistics manager. Could combine our data #yqrcc
November 12, 2025 at 9:24 PM
Wilkins: We could have longer term case managers who would help people in support. It'd be a hand off from the Street Team. Then there'd be a social impact work. We wouldn't recreate that, but we could make referrals to that activity to get people from a shelter to employment #yqrcc
November 12, 2025 at 9:23 PM
Zachidniak: Would you be able to do all of what Street Team does?
Wilkins: We wouldn't want to take over the Street team staff. They have different qualifications & training. We could provide administrative support. #yqrcc
November 12, 2025 at 9:22 PM
Zachidniak: So you are supportive of report and you would be interested in putting name forward to oversee Street Team?
Wilkins: Yes. There would be a formal propose we'd put together. #yqrcc
November 12, 2025 at 9:21 PM
Tsiklis: Are you associated w/ 988 line?
Wilkins: Yup. We are contracted to take those calls. We're set up to deal w/ local calls in Regina. #yqrcc
November 12, 2025 at 9:20 PM
Wilkins: We're looking at stabilizing people then handing them off to other agency who can do long term support. #yqrcc
November 12, 2025 at 9:19 PM
Wilkins: we can provide short term shelter at a hotel. We have emergency assistance through ministry of social services. That's what we deal w/. We don't patrol encampments. We respond to calls for service when someone is in distress. #yqrcc
November 12, 2025 at 9:18 PM
This pretty much sums up the problem. #yqrcc
Wilkins: Back when the city police budget was $9milion we were at $90,000. Now their budget is $100million & we're at $139,000. We were supposed to stay in lock step. Our budget was supposed to grow w/ theirs. #yqrcc
November 12, 2025 at 9:17 PM
Wilkins: We proud to be supporting fire & protective services. Under the community safety umbrella, we're to help & serve domestic violence, people w/in mental health & addictions. That's all under that $139,000. It gets eaten up pretty quick. #yqrcc
