This “explicit” is a weird editorial choice. The constitution gives the president no power over this at all. It’s not ambiguous.

Plenty of cities give various breaks to businesses to lure them in but won’t extend similar benefits to residents seeking housing. At the very least we need rent control, rent increase caps, tenant unions, and social housing.

One reason we need a massive amount of new social housing is that as investors take ever more control of California's housing stock they can increase rental prices ever more in order to extract as much of our wealth as possible.
