Malta-based betting firms such as Pokerstars, Paddy Power and Betsson are being shielded from scores of legal claims made against them thanks to a little-known law.

Under Bill 55, Malta's courts can “refuse recognition and, or enforcement” of rulings issued abroad. Lawyers claim it breaches EU law:

Dozens of sanction regimes, hundreds of pages of regulations and guidelines, thousands of sanctioned entities and individuals, and DG Fisma has only 25 staff to design and monitor them (compared to 700-800 in the US). More here👇#Sanctions #EU #InvestigateEurope
There are 36 sanction regimes in place at EU level.

Yet since 2017, data suggests that only 30 custodial sentences have been issued around Europe for breaches of EU sanctions law. The European Commission unit responsible for sanctions, meanwhile, employs just 25 people, Investigate Europe found.
EU dropping the ball on sanctions enforcement
The EU relies on punitive measures to project its will on the world stage. But when it comes to upholding sanctions law at home, enforcement is weak and monitoring is patchy.
