It's pixel art of Dragon Age's Solas against a dark green background. His face is a little too detailed at this scale, giving him the appearance of a sort of goblinesque hairless cat. Another version stands beside him, with the smooth baby head of a 90s JRPG sprite (e.g. Chrono Trigger).
