Daily News headline: Hochul must embrace public power to ease energy costs By DIANA MORENO & CLAIRE VALDEZ A quarter of New York City’s residents struggle to pay the monthly power bill. Con Ed shut off power to 88,000 households in the first half of 2025, and under our privatized system prices are expected to rise even more than the 13% hike we already saw last year. Even as we pay more, New Yorkers will still face increased risk of blackouts this year. All while fossil fuel oligarchs and corporate utilities get richer. New Yorkers agree it doesn’t have to be this way. In November, more than a million of us cast our ballot for Zohran Mamdani and a more affordable city. We believe that agenda must include tackling the rising cost of utility bills for working people. Fortunately, as members of the Democratic Socialists of America, we’ve spent years working alongside our new mayor to bring down utility costs while fighting the climate crisis using the strongest tool we have to fix our broken energy system: public power. That’s why New Yorkers across the state are demanding the governor commit $200 million for public renewable energy in the state’s 2026 budget, including at least 30% for projects located downstate. New York City still gets most of its energy from toxic, expensive fossil fuels, and massive carbon pollution is the result. Building public renewables like solar panels, battery storage, and geothermal will not only guarantee lower prices, it will shut down the smokestacks driving up asthma rates in working-class communities like our neighborhoods of Astoria and Long Island City, and create thousands of union jobs in the process. Right now [the state] has only planned to build 5.5 GW of renewables, less than half of what we need. That’s why the next state budget must keep investing in our best solution. A $200 million commitment means another step toward shutting down toxic peaker plants in low-income neighborhoods, greening our schools, lowering prices for New Yorkers, and creating good union jobs. We don’t need pipelines or pipedreams to create the future we deserve. Public power is the proven solution. The alternative is higher bills and more blackouts, as soon as this summer. It’s time for Hochul to get real on affordability, because we can’t afford to wait.

The agency blames Trump’s tax-credit cuts and grid challenges. By Alexander Kaufman, for Canary Media The New York Power Authority approved a plan Tuesday to nearly double the state-owned utility’s goal for solar, wind, and energy storage projects to 5.5 gigawatts. The new investments would boost clean power in the state as the private market fails to deploy renewable energy fast enough to meet New York’s lofty decarbonization goals. In a unanimous decision, the board of trustees voted to greenlight the utility’s new strategic plan for renewables. Though the 5.5 GW figure is an increase over the utility’s initial plan, released this January, it also represents a reduction from the 7 GW draft plan NYPA unveiled over the summer. The utility blamed the slimmer target on private renewable-energy developers pulling out of 16 joint ventures. Activists, however, accused NYPA of dropping projects to boost plans for new fossil-fuel infrastructure recently approved by Gov. Kathy Hochul, a Democrat. The 2019 Climate Leadership and Community Protection Act requires New York to generate 70% of its power from renewables by 2030 and the rest of its electricity from zero-carbon sources by 2040. It’s one of the most ambitious decarbonization goals in the country, but the state is lagging behind on meeting its legally mandated benchmarks in virtually every category of clean power except for distributed energy sources that include rooftop solar. The finalized plan drew sharp criticism from Public Power New York, a left-wing group that campaigned for the Build Public Renewables Act. Rather than cut back, the group said, NYPA should expand its target to 15 GW of solar, wind, and batteries. The organization helped marshal more than 10,000 public comments supporting the higher-end goal. “This is unfortunately part of a pattern,” [Public Power NY co-chair] Paulson said. ​“Instead of using the tools to build a more affordable and better future, Hochul is pushing toxic fossil-fuel projects to enrich her utility donors and potentially even enrich her own family.”

But too many of those buildings across every region of the state are simply not built for the realities of today — or the climate of tomorrow. If we’re serious about student health, academic success and meeting New York’s clean-energy goals, we need a statewide investment that matches the scope of the challenge. A Carbon Free and Healthy Schools Bond Act is that investment. According to state facilities data, the average school building in New York was already over 50 years old as of 2005. Many were constructed in the 1950s through the 1970s, long before modern ventilation standards, reliable cooling or energy-efficient design. National data tells a similar story: The average U.S. instructional school building is now 49 years old, with 38% built before 1970. When buildings are this old, they weren’t designed for the electrical loads needed for solar power, clean-energy systems or modern filtration. We are asking mid-20th-century facilities to meet 21st-century climate and learning demands. It will not work without major capital investment. Solar is especially powerful. Schools are among the most effective sites in New York for solar energy generation, dramatically reducing operating costs and freeing up local funds for classrooms and student support. Our public colleges face the same pressures. SUNY’s 2,800 buildings carry a deferred maintenance backlog of roughly $10 billion that is growing by $600 million to $700 million each year. A bond act that includes SUNY and CUNY recognizes that climate leadership and educational excellence are inseparable, and that New York’s higher education system cannot prepare the workforce of tomorrow in buildings built for the last century.

Grist Can Mamdani supercharge New York’s clean energy revolution? New York Mayor-elect Zohran Mamdani promised power to the people. Clean energy advocates want him to take that literally. New York’s public-renewables campaign “was instrumental in getting Zohran elected,” state Assemblymember Marcela Mitaynes said of Mamdani’s primary win that night. They want an expanded public power system, utilities and renewable generation owned and regulated by community stakeholders, not corporations. That campaign, which began in earnest four years ago, was driven by a small group of progressive and socialist legislators in Albany: among them, Zohran Mamdani, who was elected to the assembly in 2020. He has since rallied that same base — experienced canvassers, people used to hiking up six-floor walk-ups and texting their friends to rally for a policy or for a candidate — for his election as mayor. Nonetheless, with a powerful ally about to take office, activists like Johanna Bozuwa, executive director of the Climate and Communities Institute, think now is a “key moment” to push the power authority forward NYPA. With federal tax credits for clean power set to expire in 2027, “they have a real incentive, right now, to move as quickly as they can. If there was ever a moment for them to mobilize as quickly as possible, this is the one to do it.” So, on that brisk September night in Brooklyn, public power activists wanted to use the moment of Mamdani’s win to tell the New York Power Authority to go even further: instead of a 7 gigawatt plan, they wanted 15. Mamdani won’t have a direct hand in how the power authority executes the Build Public Renewables Act, but as mayor of the largest city in the nation, he can shape where and how New York City supports the transition. Much of what he can do resides on the consumer end: not just helping build more public power, but limiting the city’s consumption of it. His administration could require rooftop-solar installations on municipal buildings, align city permitting and zoning with state clean energy priorities, and use his Green Schools plan to advance the agenda. Mamdani can also control the enforcement of Local Law 97, a city mandate that buildings larger than 25,0000 square feet nearly halve their emissions by 2030. For activists, that makes City Hall a crucial partner.

Example of this why this is wrong: Zohran was key in stopping a billion dollar fracked gas plant Asthma Alley. One tactic was introducing the Clean Futures Act, which would banned it. The bill helped create pressure that got the plant rejected. It didn't pass, but didn't need to, because we had won!

Inside Climate News headline: Federal actions make New York's energy future more uncertain At a Brooklyn church in early September, the advocacy group Public Power NY hosted a People’s Hearing for Public Renewables, where officials, environmentalists and a few dozen New York residents discussed the state’s renewable energy plans and expressed disappointment with Hochul’s progress. “We have a movement behind us that is fighting for something better,” said state senator Jabari Brisport, who represents a district in Brooklyn. “We have a governor who wants to drag her feet.” New York’s Climate Act requires the state to achieve a 40 percent reduction from 1990 levels in economy-wide greenhouse gas emissions by 2030 and an 85 percent reduction by 2050. The act also requires that 70 percent of the state’s electricity come from renewable sources by 2030. Residents were advocating for the New York Power Authority to build 15 gigawatts of renewable energy by 2030, which they view as necessary to meet the state’s goal of net-zero emissions from the electricity grid by 2040. Currently, the utility plans to build 7 gigawatts of renewable energy, despite state law requiring it to fill all gaps in electricity generation left by the private sector. “Hurricane Ida completely destroyed my district,” said former Democratic U.S. Rep. Jamaal Bowman, whose district included White Plains and Yonkers. “We need a governor with human-centered leadership… and if not, we need a new governor.”
