To me, Prop 50's "cynicism" is so very much NOT the issue.

People in Chinatown once thought they were safe from immigration raids, not anymore. While the recent "surge" in enforcement may have been called off, news of it, along with the immigrantion raid in NYC, spreads fear. Many are now rushing to prepare.
