Data show youth know how to use VPNs. The idea that the surge in VPN use to evade porn blocks is limited to adults is ridiculous.
I will say I might hide my identity if I was now claiming that "VPN downloads don't matter" because "we really didn't care about minors who were purposefully seeking it out."
