This is a start, but why the 48-hour delay. A lot of damage can be done in two days. This is an unnecssary delay that will harm victims.

There are a few possibities, including forced labour or, to be clear, slavery. Large farming conglomerates would be happy to pay the government a fee for the use of detainees without rules on wages or human rights. The same goes for mine owners, processing plants, etc. Don’t think it can’t happen.
