The Wall Street Journal has identified 13 instances of agents firing at or into civilian vehicles since July, leaving at least 8 people shot with 2 confirmed dead. Court records & lawyers: only 1 civilian was armed—concealed weapon that was never drawn—& at least 5 of those shot were US citizens.
