In practice though an enemy thats always this fun would be a chore rather than fun.

So in the case of Rock Paper Scissors, it would constantly be comparing their current action to an ideal probability state, and used to determine success or failure.
Which is fine as long as each thing doesnt do much damage.

Yes thats a safety feature. You dont want an enemy to randomly decide to play stratego with you if you two are playing hopscotch.

Thats certainly one way to interpret an enemy that reprograns themself. ( In practice its limited programming with legal actions previously defined, so it never creates new behaviours. )

Thats exactly the problem: I havent had the freedom to just do my own thing with my novels universe unlike literally most YA Dystopia and Paranormal Romance authors.
Ive had way to many hands in the pot every sense I put pen to paper.
