Exactly. Encryption is merely a tool, it’s the manner of its application that is significant. If government representatives are performing official duties, those records ought to remain open to transparency and accountability, irrespective of the platform.
Encrypted messagjng apps like Signal relatively new as a technology, but for federal employees, they still fall under the FOIA and other records laws.
The key issue is not the condition of encryption or which app or device its on: it is whether official government business is being conducted or not.

It is a reasonable inquiry. If the system continues to permit such individuals to attain positions of power, perhaps the underlying issue is more profound than merely concerning individuals it pertains to accountability at every tier.
