According to Tom Cotton, he saw two survivors “trying to flip a boat, loaded with drugs’. I can only imagine that if the boat was upside down, any drugs would have fallen down into the ocean. I mean, that’s how gravity works.
So, drugs gone, threat gone; why kill them?

What’s disturbing is that they’re wearing masks and vests you could buy on Amazon. They’re in unmarked cars, and I don’t see any IDs on the officers — regular SUVs with standard plates.
