Why do they insist on another premise for a series set in the crowded 2260s when a post-TMP, Phase II-like series set in the 2270s would have a wide-open era to explore?

Looking back, it is clear that the production team of the Section 31 movie wanted this as the tone. But to achieve it, they did not have what it took, and they did not need the bloody Section 31 and the Empress. Therefore, failure was inevitable.
