If we was properly funded and supported and had enough staff would this STILL be an issue?

Arrived in Chicago early this morning and caught a ride downtown on their incredibly accessible public transit.
I walked the last few blocks to the hotel behind a running group happily speaking Spanish and laughing.
For me, it immediately calmed my fears and reminded me how great Chicago is.
