During the uprising in Portland, the best shields were made out of old 55 gallon plastic drums. Restaurants sell used drums for cheap. Each drum makes four tower shields and two hand shields. You can get a "how to" zine here:

This is social war and these clowns are way out over their skis stop acting like every blustery statement and gesture reflects real material capacities, what everyone saw today was that they actually cant protect their own and they're desperately trying to make it look otherwise. Stop helping them

Assassinations are replacing mass shootings as the preferred mode of stochastic terrorism. Killers want to be noticed and these days mass shooters barely make the news. But assassins get press.
Whatever security groups Vance Boelter was running, he seems to have washed out and, as recently as last month he was looking for work. This is NOT the kind of person one would hire to carry out a professional hit.
I'd make a wild guess that he was self-radicalized and snapped due to personal stuff
