I don't know what actually happened with Highguard obviously but my guess is that people who had the actual vision for the game were not allowed to do it their own way

Upd: my DA-knowledgeable friend helped me figure it out a bit and it looks like I'll be playing Inquisition first, and Veilguard next! 💙
I'm still planning to do the rest of the series later on, but it'll be easier to get them all during March sale. Feels like a nice compromise for now!
