A little story about research: The much-maligned British Rail agency developed a train, the Intercity ATP. It was supposed to deliver HSR-like speeds on existing twisty rights-of-way, revolutionizing travel across Britain. It ran over budget and late, it was forced into service before it was ready.

The MTA is totally adrift here. They need efficiently enforced proof-of-payment on the buses, and efficient enforcement of turnstile hoping. Behavioral science “personas” nonsense and deploying labor like we’re a developing country is not going to fix this.
