Update: I talked to two very nice paypal peeps yesterday who assured me it'd be fixed however as I couldn't provide the right information it could "take a while."
I ask kindly if they had an estimate. "Oh, at *least* 72hrs!"
5 min later: Account closed.
Today: I'm opening a new one

I need to close my paypal account only to open a new one because apparently, you can't just register then move to another country and like...prove you did that.
