If Europe thinks that it cannot intervene in Ukraine because it lacks sufficient nuclear deterrence without the U.S., then how can anyone believe that Europe will be able to defend itself when the time comes? Europe not acting in Ukraine is an invitation for Russia to invade NATO EU member states.
