No worker should feel unsafe on their way to work.

The ITF believes that when transport workers are commuting, they should always be treated as being “at work”.

India’s Directorate General of Shipping has blacklisted 86 vessels linked to abuse, unpaid wages, unsafe conditions and repeated detentions.

This comes as seafarer abandonment reaches crisis levels — with 2,648 cases across 259 vessels in 2025.
