Spouse and I got approached by a group of teenagers in the grocery store parking lot yelling “please help” and I was ready to fight someone for them and then they showed us the jar of pickles they couldn’t open.

This “explicit” is a weird editorial choice. The constitution gives the president no power over this at all. It’s not ambiguous.
