Whenever law enforcement agents are given a quota of a specific number of people to arrest or detain, especially with the WH policy director screaming at their superiors to hit those target numbers, bad things are going to happen. Quotas always result in civil rights violations.

This is the strangest feeling. Watching constitutional crisis after crisis, people saying we might see martial law due to mostly PEACEFUL protests, the calling in of the national guard.... But life keeps going. Husband has work tomorrow. We're watching TV. I made dinner. It's so odd....
