That Fusion Center is located within the FBI Field Office in Seattle which shares a property line with an NSA peering spying hub.

Greater Transparency, Accountability Key to Improving Effectiveness of Israel Police For Release Tuesday July 2, 2013 An approach to policing known as “procedural justice,” emphasizing transparency and accountability, would help Israel's national police meet current and emerging challenges, according to a new RAND Corporation report released today. Israel's Minister of Public Security, Yizchak Aharonowitz, and Israel Police Commissioner Yohanan Danino applauded the report. Aharonowitz said it pinpoints important issues to be addressed as the Israel Police seek continued improvement. Danino, who closely followed the work of RAND's research team after assuming office in 2011, said the report is a significant tool in developing the Israel Police and that he has appointed a number of working groups charged with formulating implementation plans. The report — funded by the government of Israel, the Y&S Nazarian Family Foundation and other U.S. philanthropists — details public perceptions of the police, benchmarks the organization against international comparisons, evaluates police performance in a variety of dimensions, and recommends ways to enhance deterrence and crime prevention. The public safety organizations that embrace and act on this Community-Centric Service and Culture framework will become change agents and realize an array of benefits from better investigative outcomes, to increased cooperation, to improved personal safety to greater organizational support. A primary result will be improved employee wellbeing and commitment. Research has shown that an enhanced sense of purpose, along with an aligned culture positively impact employees. Community trust and cooperation will create a virtuous cycle as well. Studies show (please see the associated literature review) that when police exhibit key aspects of procedural justice, such as deeper community engagement, people trust and cooperate more fully with law enforcement. And most importantly, the outcomes, value, and legitimacy of the public safety organization will improve over time

HUGE. A fed judge in the BLM vs City of Los Angeles case has banned LAPD from using 40mm rubber bullets at protests. "Defendants have not demonstrated substantial compliance or that all reasonable steps have been taken to be in compliance with the Court’s Preliminary Injunction Order."
ii. Ban on use of 40mm KIPS Plaintiffs request the Court ban LAPD’s use of 40mm KIPS as a crowd control tool, arguing that the Ninth Circuit has held that such munitions “are not intended to disperse an individual; they are intended to ‘incapacitate’ a target.” (Mot. at 15) (citing Nelson v. City of Davis, 685 F.3d 867, 873-74 (9th Cir. 2012); Deorle v. Rutherford, 272 F.3d 1272, 1285 (9th Cir. 2001). The Court’s May 10, 2021 Preliminary Injunction provides restrictions on LAPD’s use of 40mm munitions, including: a restriction on using the 40mm launchers in public demonstrations except by officers who successfully completed Department training and meet all annual qualification requirements on the weapon; an officer may use 40mm less-lethal munitions only when the officer reasonably believes that a suspect is violently resisting arrest or poses an immediate threat of violence or physical harm; use of 40mm less-lethal munitions should be preceded by a warning, if feasible, consistent with the Use of Force Warning set forth in LAPD Use of Force – Tactics Directive No. 17; they should only be fired at a distance of five feet or greater from another person; and must not be used to target the head, neck, face, eyes, kidneys, chest, groin or spine of a person. (See Preliminary Injunction Order.) Here, Plaintiffs provide evidence that Defendants used 40mm munitions on protestors who did not pose an immediate threat of violence of physical harm, did not provide warnings before using the munitions, and hit protestors in restricted areas of the body. (See Exs. 152-153, 169-173, 176; Luksus Decl. ¶¶ 8-10; Ashby Decl. ¶¶ 1,3,6; Fernandez Decl. ¶¶ 2-6.) Defendants violated the Court’s Preliminary Injunction Order regarding certain restricted uses of the 40mm and therefore, a ban on 40mm launchers and less-lethal munitions is appropriate. The Court GRANTS Plaintiffs’ request for a ban on the use of 40mm KIPs as a crowd control tool “If a violating party has taken all reasonable steps to comply with the court order, technical or inadvertent violations of the order will not support a finding of civil contempt.”) General Signal Corp. v. Donallco, Inc., 787 F.2d 1376, 1379 (9th Cir. 1986). “A contemnor in violation of a court order may avoid a finding of civil contempt only by showing it took all reasonable steps to comply with the order.” Kelly v. Wengler, 822 F.3d 1085, 1096 (9th Cir. 2016). Here, Plaintiffs argue that Defendants directly violated the Court’s Preliminary Injunction by “repeatedly [shooting] individuals in the face, eye, groin and back” with 40mm weapons. (Mot at 10.) Because the Circuit has held that the 40mm munition is not intended to disperse crowds, but “is chiefly designed, intended, and used for the purpose of incapacitating its target,” Sanderlin v. Dwyer, 116 F.4th 905, 912 (9th Cir. 2024), Plaintiffs argue these instances are not “technical or inadvertent” so as to allow Defendants to avoid liability. (Id.) However, Defendants have not demonstrated substantial compliance or that all reasonable steps have been taken to be in compliance with the Court’s Preliminary Injunction Order. (See Dkt. No. 243 at 4-7; Quiroz Decl. ¶ 4) (e.g., Crown management/Crowd Control management training, Crowd Management and Control for Patrol training, requiring officers to undergo 24 hours of perishable skills training every two years which includes use of force, LAPD disseminated the content of the TRO to all personnel, and a notice to all personal after the modified TRO was issued on April 28, 2021, LAPD issued nine directives and policy updates regarding the use of 37mm and 40mm LLMs between September 2021 and May 2025). Defendants do not argue that the exceptions to the Preliminary Injunction Order apply here (e.g., if a protestor is violently resisting arrest, poses an immediate threat of violence or physical harm,

Tim, I am asking for your support to redeploy ART. Our staffing shortages have reached a crisis point and I can no longer in clear conscience agree to the current deployment strategy. When first arriving on the job I learned of several chronic problem areas like Belltown, Pike/Pine and 12/Jackson. Over the six weeks since, I’ve discovered that Alki and Aurora are ongoing hotspots for public disorder and gun violence as well. Street racing/take-over events have once again become an issue and gun violence is on the rise. While already seeing customary summer increases, we are on pace to set new all-time records for both shots fired incidents and casings recovered this year. We’ve had 396 known shooting incidents YTD, compared to 377 at the same time last year. Last year was the all-time record for homicides in the city and we had 33 at this point in the year. In 2024, we’ve had 29 so far and the difference is attributed to the randomness of shot placement, not a reduction in violence. I’ve also learned that the widely known staffing issues are far worse than imagined. In order to respond effectively to priority calls, second and third watch patrol shifts should be staffed with a minimum of 80 officers city-wide. To free up officers to handle on-views and/or special emphasis operations, we would need to exceed that number. The weekend, July 5-7, we averaged 65 officers. Third watch on Saturday had only 58 total officers available city-wide. This represents a near 30% deficit of officers necessary just to handle 911 calls. While we have just received 205 entry level candidates to the eligibility roster, it will be mid-2025 before any of those folks are dispatched to a call on their own. We are streamlining the hiring and training process and to maximize retention we're developing a coaching/training environment in addition to the existing testing environment. As a reminder, we were net negative 101 officers in 2022 and another minus 35 in 2023. Unfortunately, our curren… effort to mitigate factors that drive officers to other departments, we will undoubtedly end 2024 with fewer officers than we started with. While we are working diligently to market, hire and train new officers, we are a long way from solving the staffing crisis. In the meantime, we need to operate as efficiently as possible. The Department has undergone a four-year trimming of fat and is well into the meat at this point. Many units have been dramatically reduced or eliminated completely. With this scarcity of resources, each staffing decision is critical. In support of the Mayor’s commitment to public safety, we have prioritized operational units with direct impact on public safety and disorder. It is no surprise to you that even with this laser focus and commitment to 911 response, we struggle to effectively address chronic issues. Further hampering our effectiveness in establishing public order in hot-spots is the inability to book individuals for Public Use. Offenders often return to the area that supports their addiction within hours of the enforcement intervention. Utilizing KCJ’s commitment to accept bookings from emphasis areas, we hope to have greater impact soon. Another area of opportunity is through enforcement changes available with the recent Grants Pass v. Johnson decision from the US Supreme Court. Current Multi­ Departmental Administrative Rules (MDAR 17-01)and Removal of Unauthorized Encampments from Property in City Jurisdiction (FAS 17-01) rules allow for more immediate enforcement of unauthorized encampments on city property and rights-of-way. We can establish no camping “Emphasis Areas” with robust signage and regular patrol officers with minimal training will be empowered to enforce. With patrol officers able to take action for unlawful obstructions and encampments, the necessity for UCT to lead the effort is mitigated. Our ART team currently supports UCT daily with these issues. Many public safety outcomes are less tangible than crime or a request for service. Increasingly, police services are moving to manage the qualities of public safety (i.e., fear of crime, police trust/legitimacy) as key performance indicators. Material safety (the absence of crime or emergency request) can be achieved but if it comes at the cost of the public’s perception of trust and legitimacy in the police, it cannot be sustained. Managing these intangible performance effects requires the collection of survey data at a high resolution (in space and time). SPD has been working with ZenCity to prove these data can be collected in such a manner, sufficient to yield critical trend and pattern identification used in evaluating the efficacy of specialized crime control treatments (DAT). Unfortunately, funding for ZenCity was cut in the 2024 budget ($120k). In addition to providing critical qualitative insights, ZenCity would operationalize a near-real-time collection and management of Micro Community Policing Plan (MCPP) priorities. Allowing for a more agile response (month to month instead of year to year) to neighborhood specific priorities. In July 2024, the department collaborated with Seattle University and Denver (CO) in applying for NIJ funding to continue ZenCity. That award is not guaranteed and funding would not start until mid Q2 of 2025. Funding to evaluate the effect of DAT on perceptions of safety, trust and police legitimacy is necessary to meet the current need.
