With the #shutdown over, federal employees are heading back to work. Back pay has been guaranteed, #RIF notices that were sent during the shutdown have been rescinded, and employees whose severance pay (from earlier RIFs) was suspended, will see a resumption.

Happy Monday! Partial good news. The Senate voted to take steps to end the shutdown. The bill includes back pay for all federal workers and restoration of those 4,000 employees RIF'd during the shutdown. Not there yet, for sure but definite progress.

A judge in California has issued a preliminary injunction prohibiting ~4,000 employees on furlough from being RIF'd. Additional RIF notices are prohibited but notices issued before the furlough are still in effect. More to come.

Apparently, the Social Security Administration is charging employees with AWOL and denying leave to those who are excepted from the furlough and are working without pay. This is contrary to OPM issued guidance regarding shutdowns.

The Northern District of California has issued a Temporary Restraining Order against the Administration related to RIFs during the government shutdown. It is likely (at least in my view) that the Administration will appeal.

DHS employees, including those at FEMA, CISA, and others are being given directed reassignments to the border mission and agencies (ICE, CBP). Refusals or non-responses will result in removals. Employees who do accept these reassignments have 60 days to relocate.

Some out of office messages echoed what many agencies have put on their websites about the shutdown. These out of office messages were not written or approved by individual employees despite the messages going out under their names.

So far, only the Patent and Trademark Office has issued RIF notice (to about 140). More may we'll be coming later this week / early next.

Three agencies--Agriculture, Defense, and Treasury--have seen their workforce reduced by 100,000+ so far this year. These 3 agencies have had the largest reductions which total ~200K so far with an additional 100K expected between now and calendar year end.
