Schumer needs to go and Ro Khanna is a sweaty insufferable opportunistic shit-weasel who would trample a room full of toddlers to get in front of a camera to sell himself as the future.

"I, state your name..." may have been a result of being flustered by the boos. However, Trump has poor hearing and is likely behind protective glass, including the dampening of sound.
Doesn't explain scores of examples of misreading and/or mispronouncing the written word. Alexia aphasia would.
Trump got booed so hard at the Commanders game he literally said, “I, state your name…” during the pledge.

Man short-circuited mid-sentence. The boos broke him.
