When politicians don’t directly answer a question, is it right to then say they REFUSED to rule something out? Isn’t it more accurate to say they declined to comment?

Q: Does today’s judgement by a court of law set precedence for courts to have the final say, not Parliament? I had understood that our constitution was that Parliament had the final say; I fear this undermines that position.
