I think you are overselling and overhyping. Toxic behavior by entrenched wikipedia administrators is quite common. I can't comment on this specific individual, but Wikipedia's entrenched toxic culture is why it has such trouble retaining new editors.

If Wikipedia wants to attract more editors, the first thing it needs to do is clean up the toxic behavior of the most entrenched administrators and POV-push-gangs that constantly run new editors away.
Unfortunately, Wikipedia's power structures enable abuses by these groups instead.
