This is an interesting case. It does appear Sheffield Hallam were in a very difficult position if staff in China were being intimidated. Academic freedom vs responsibility to protect staff is not a no-brainer, from the point of view of university administration.
"a decision by the university not to publish a final phase of the research... was communicated to the National Security Service..." "China is not believed to have an organisation named National Security Service, so it is not clear who the individuals were".

Excellent essay which captures the momentousness of the cultural moment as we in liberal democracies look at China and realize many of our foundational assumptions about how the world works were just wrong all along. This is a call for us to be honest about what’s happened and get our sh1t together.
I have a new, long piece in The Ideas Letter called “The Great Reckoning: What the West Should Learn from China," arguing that we must learn from China even (or especially) when its successes unsettle our assumptions. Link below.

I dunno, I'm pretty certain that if China blew up boats of foreign civilians in international waters, it would get more coverage --- and the discussion would not be about whether it violates their domestic law.
