ICE is staffed by sociopaths who view compassion and decency as weaknesses they can exploit and manipulate.
CCTV footage appears to show DHS agents posing as people having car trouble in order to lure a target out of his house before arresting them. The target comes out and starts helping them before 3 vehicles surround the scene. The car "experiencing" trouble then drives off with them.

So this is an admission that it's not about protecting kids because they're admitting that this safety measure can be bypassed easily with little disruption of the system. People will just stop marking things as age-restricted and even more kids will likely be exposed to illicit content.
