Good was driving away, getting herself beyond ICE guy's control. He "had" to do something. So he used his gun.

It's amazing how Dracula films reflect the times they were made. 1931 Lugosi is a sinister but arresting foreigner, 1979's Langella is a cuddly foreigner who also kills people. 1992's Oldman is a romantic lead with a temper.
