Unconfirmed so far, so we don't know the specifics, but we must reiterate; 'observing' is not only not illegal, it's protected by the US constitution, and it's an essential part of transparency and accountability.
Initial report is that two observers got into a shoving match with eight agents, one observer was wrestled to the ground, and then an ICE agent pulled out a sidearm and shot the man on the ground five times.

They can't. You are correct, ICE has no jurisdiction over US citizens, unless a federal crime has been committed (obstruction etc.)
