Considering the direction the wheels were turned and the speed of the vehicle, I don't think one could consider the vehicle threatening. Then there's that part about "moving out of the path of the vehicle." I think the DOJ needs to read their own stuff.

I am completely against this unprovoked attack by the United States on a sovereign country. Regardless of differences of opinion, there is NO JUSTIFICATION for this heinous act. It is past time for Congress to rein in this lawless administration.
