That mechanism, by design, does not keep up with inflation. 55% of inflation is what it aims for. If you get a COLA it means you’ve lost purchasing power. Apparently the last 12 contracts have been dogshit.
Over the last 12 contracts, 52% of wage gains for letter carriers came from COLAs. This mechanism helps ensure wages keep up with inflation, protecting workers from rising costs.

It doesn’t actually reduce time to top pay for anyone on steps C to O. There’s a lot of letters in there taking the longest ever.
Major changes to Table 2, including the elimination of steps AA, A, and B, and an additional $1,000 increase to Step P next year, will boost city carrier earnings by raising salaries and cutting the time to top pay by 92 weeks for the first time in decades.
