Yes, I think that's one of the fundamental changes in the modern conservative movement. They got this notion that being unfair, egoistical, racist etc is just being "realistic" and evolutionary justified, even though it's all very pseudoscientific. It gets rid of all responsibility and guilt.
In short I don't think anybody really believes, in their head, in their gut, that conservatism is better in the sense of being *morally* better, more noble, more virtuous. Everyone knows, on some level, that conservatism is permission *not* to be good, permission to simply be tribal & selfish.
