"environments of clouded agency" is so good— this is exactly what drone technology did in the late 2000s / early 2010s: distended the chain of cause & effect to create the technocratic illusion that a whole disembodied system "did" the murder & not specific ppl who have names and addresses
What must appeal about AI to the murder apparatuses of our various police states is precisely *that* it's fake and of use in precisely this way to create environments of clouded agency, under cover of which they can act with impunity.
