Ending war in Ukraine under these conditions will do 2 things: divide the military into ordinary forces going home and accept peace, and partisan, nationalist right-wing forces in Donbas that won't stop fighting and will continue a civil war that already existed in the region before the invasion.

To put a finer point on this whole thing: "Two people with direct knowledge of the operation" — presumably uniformed military leaders — are accusing the U.S. Secretary of Defense of personally ordering specific war crimes. That's a historic accusation.
